Philip Caesar Kumah, the deputy director of the Youth and Employment Agency (YEA) in the Akatsi North District, is accused of abusing his girlfriend and causing her death at the Ho Teaching Hospital.
Following the beatings in a house in Ho a fortnight ago, the deceased, Elizabeth Yesutor Akpalu, called her colleagues, including a journalist, to describe the pain she was in and the trouble she was having breathing.

The young lady went to the Ho Teaching Hospital on Sunday, complaining of chest pains, headaches, and general body pains, and was admitted.
The lady’s body had some bruises and scratches on it, according to reports.
She died the following day, while still in the hospital.
When the Ghanaian Times approached the Volta Regional Police Commander, Deputy Commander of Police (DCOP) E. Oduro Kwateng in Ho yesterday, he confirmed the news.
He said the perpetrator was apprehended by police at Ave-Dakpa yesterday and transported to the Volta Regional Police Headquarters in Ho.
“The perpetrator is in police custody, and we have just started our investigation,” he said.
According to DCOP Kwateng, the deceased was a level 300 student at E.P University College in Ho.
Meanwhile, the Ghanaian Times discovered that Kumah tortured the young lady in the same way in December last year and again in February this year.
The deceased’s body is at the mortuary for an autopsy.
